The Enterprise Data and Information Management Program’s Health Information Management (HIMD) Division is seeking a highly motivated and experienced individual to join our team as an Information Technology Specialist II (ITS II). 

Under general direction of the Information Technology Manager I,the ITS II will help DHCS understand and use data in meaningful ways that support health care programs across the state. The ITS II will collaborate with programs across DHCS closely to clarify data needs, troubleshoot issues and build solutions that support their goals. The ITS II will partner with program staff, technical teams, and stakeholders to move important data initiatives forward, understand their needs, guide technical teams through solutions development, and ensure data product meets DHCS’s standards for quality and long-term strategy.  The ITS II will take the lead on major data efforts, including projects tied to federal requirements such as the Long-Term Care Final Rule. By serving as a trusted expert in data management and helping staff build their own data literacy, the ITS II will empower programs to make informed, data-driven decisions and strengthens DHCS’s ability to plan, evaluate, and deliver services that improve health outcomes for Californians. 

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

Supplemental Application

The Statement of Qualifications (SOQ) must be typed in 12-point Arial font, single spaced, and be no more than three pages in length. Include your full name and the position title in the document header. Applicants who fail to answer the questions below or submit an SOQ may not be considered.

  1. P lease describe your experience leading or supporting complex data or technology projects. In your response, explain how you gathered requirements, collaborated with program areas or technical teams, and ensured alignment with data standards, governance practices, or long-term data strategy. Include the impact your work had on improving data quality, decision-making, or program operations.
  2. Please describe your experience with data management frameworks, data structures, or technical tools that supported large-scale data or system initiatives. Include examples of how you applied these skills to support data modeling, architecture reviews, system design, or compliance requirements such as HIPAA or MITA.
  3. Please provide an example of a time when you solved a complex data or technology issue while supporting executives, multiple departments, or external partners. Describe the issue, your role, the steps you took to collaborate across teams, and how your solution improved processes, data reliability, or decision-making.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Demonstrate extensive knowledge of IT governance principles and guidelines to support decision-making; complex and mission critical business processes and systems; principles, methods and procedures for designing, developing, optimizing, and integrating systems in accordance with best practices; system specifications design, documentation, and implementation methodologies and techniques. Principles, techniques, and procedures related to the delivery of information technology services; the System Development Life-cycle including the associated methodologies, tools, and processes; the organization's business processes and procedures; education tools and techniques; performance monitoring tools and techniques; and data administration techniques and best practices. It is preferred that the incumbent is knowledgeable of the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance and Medicaid Information Technology Architecture (MITA) requirements. It is desired that the incumbent can effectively collaborate with internal and external stakeholders and monitor the business and data impacts on DHCS.

Telework and Salary Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week. The amount of telework is at the discretion of the Department's operational business needs and subject to change consistent with DHCS' Telework Program and Goverment Code sections 14200-14203. Telework is avaialbe to Californa residents, and proof of residency may be required.

Personal Leave Program (PLP) 2025 agreement Salary:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025).
